Eligibility Guidelines

Students identified for Highly Capable Services in Edmonds generally score at or above the 97th percentile on assessments of both cognitive aptitude and academic achievement. 

 

Pathway 

Criteria for Identification for Highly Capable Services

MPC Determination 

1

Students who:

  • score within the top 3% of students nationally on the cognitive abilities screeners (CogAT/NNAT3) 
  • AND score within the top 3% of Edmonds School District students on i-Ready diagnostic assessments (Math/Reading)... 

will be identified for Highly Capable services.

Students who:

  • score within the top 3% of students nationally on the cognitive abilities screeners (CogAT/NNAT3) 
  • OR score within the top 3% of Edmonds School District students on i-Ready diagnostic assessments (Math/Reading)... 

may lead to identification for Highly Capable services.

Students who:

  • score within the top 3% of students nationally on the cognitive abilities screeners (CogAT/NNAT3) 
  • OR score within the top 3% of students within their school building on i-Ready diagnostic assessments (Math/Reading)... 

may lead to identification for Highly Capable services. 

 

Appeal Process

Decisions of the Multi-disciplinary Placement Committee (MPC) can be appealed only in the spring of the same school year in which the student was tested. Appeals may only be made based upon one of the following conditions:

 

1. An extraordinary circumstance occurred during testing that may have negatively affected the validity of the test results (i.e., traumatic event or an illness preventing completion of the test).

2. A misapplication or miscalculation of the assessment data by the placement committee due to an incorrect birthdate or grade level used in calculating the student’s score.
