8705 R1 - Students & Communication Devices Procedures

Students in possession of telecommunication devices including but not limited to cellular phones, smart phones, iPhones, iPads, tablets and other relatedpersonal electronic communication devices ("Telecommunication  Devices") shall observe the following conditions:

 

A.  Telecommunication Devices shall be operated only at non-instructional timesunless (a) an emergency situation exists that involvesimminent physical danger, (b) otherwise authorized by a school administrator or (c) otherwise authorized by school rules.

 

B.  Students shall not use Telecommunication Devices in a manner that poses a threat to academic integrity, disrupts the educationallearning environment, harasses/bullies/threatens other students, district staff or invades the privacy rights of others.

 

C.  Students shall not send, share, view or possess pictures, text messages, emails or other material of sexually explicit nature on acell phone or other electronic device, while the student is on school grounds, at school sponsored events or on school buses orvehicles provided by the District.

 

D.  Students who violate this policy will be subject to disciplinary action, including suspension or expulsion; and may lose theprivilege of bringing Telecommunication Devices onto District property.  Law enforcement will also be notified when conduct mayviolate criminal laws.

 

E.  An administrator may search a Telecommunication Device when the administrator has reasonable individualized suspicionthat a search of the Telecommunication Device will reveal a violation of this Policy, other District/school rules or illegalactivity.

 

F.  The administrator may confiscate the Telecommunication Device if evidence exists of a violation of this policy, other District/school rules or illegal activity.  If confiscated, a Telecommunication Device shall be returned to the student after the end of the school day or the student's parent/guardian consistent with school rules unless it is needed for an investigation.  Content or images that may violate state or federal laws will be referred to law enforcement.
 

G.  Students are responsible for a Telecommunication Device brought to school.  The District shall not be responsible for loss, theftor destruction of a Telecommunication Device brought onto District property.

 

H.   Students shall comply with any additional rules developed by an individual school for the appropriate use ofTelecommunication Devices.

 

I.    Such procedures will not limit students who must use Telecommunication Devices to access learning through a 504 plan or an IEPaccommodation provided its use is consistent with the above provisions.
