7335 R1 - Procedures for Instruction

Students will be considered as being in home-based instruction if the parent has filed a signed declaration of intent that he/she is planning to cause his/her child(ren) to receive home-based instruction. The statement shall include the name and age of the student, shall specify whether a certificated person will be supervising the instruction and shall be written in a format prescribed by the Superintendent of Public Instruction. Such statement must be filed annually by September 15 or within two weeks of the beginning of any quarter, trimester or semester, with the Home School Manager.

Students in home-based instruction may enroll in district schools as part-time students and receive ancillary services provided the student is otherwise eligible for full-time enrollment in the district. Requests for part-time enrollment or ancillary services shall be directed to the principal of the school serving the attendance area in which the student resides. Full-time students will have priority for enrollment over part-time enrolled homeschooled students.

Students requesting to enroll as full-time students in the district from home-based instruction will contact the appropriate assistant superintendent's office so that an appropriate school can be identified, and grade placement can be made. Tentative placement will be determined after consultation with the parent, review of student records and scores on district-administered tests if deemed appropriate.

Actual course level placement will be made by the enrolling school based on the recommendation of the student placement officer. The final determination of the student's course level placement will be determined by the student's ability to meet expectations at that level. Inability to meet expectations may result in the student being placed on a different level. Credits for courses completed in the home-based instruction program may also be conditional upon successful completion of subsequent sequential course work.

Students entering from home-based instruction who want to receive a high school diploma from the Edmonds School District must meet all Edmonds School District graduation requirements and must be enrolled as a part or full-time student for the school year in which the student plans to graduate.
