The Edmonds School District 2021–2026 Strategic Plan lays a path for how our district will achieve equity, engagement, and excellence for each and every student. Our plan outlines specific goals with a focus on students first, as well as our commitment to and collaboration with staff, families, and the larger community. Over the past few years, the district hosted multiple listening and work sessions with students, staff members, families, community members, and the Edmonds School District Board of Directors, all of which contributed to the development of this strategic plan.


Our Mission

To advocate for each and every student by intentionally providing a culturally and linguistically affirming learning environment where students have the conditions they need to maximize their personal, creative, and academic potential to become lifelong learners and responsible world citizens.


Our commitment to actions that align with our mission

We will act intentionally to ensure equity for each and every student by providing access, inclusion, and opportunity to experience belonging and academic success.

The district will implement the Equity, Engagement, and Excellence Multi-Tiered System of Support to ensure we meet each and every student where they are on their educational journey and set them up for success.

We will create spaces of belonging for each and every student. We define “belonging” based on the conviction that education works when each and every student can show up as their true self, feel a sense of place and purpose, and have every opportunity for success.

We will center the needs of students in our district strategic plan and our school improvement plans in a way that affirms our commitment to creating spaces for each and every student to experience belonging through equity, engagement, and excellence.

Our Goals

Goal one


Build and sustain an instructional system that promotes a learning culture of high expectations, belonging, and belief in all students. Our expectation is that each and every student graduates ready for success at the next level in school, career, and global citizenship.

Objective 1:

Create a safe, inclusive learning environment that promotes a sense of belonging for each and every student each year. Achieve this by providing social and emotional learning and rigorous academic instruction that are culturally and linguistically affirming and match the students’ learning needs across all grade levels.

 Student Strategy  Key Practices
Use the Equity, Engagement, and Excellence Multi-Tiered System of Support (E3 MTSS System) to integrate, align, and organize a continuum of academic, behavioral, and social and emotional instruction and support in each school.
▶ 1.1.1 Align E3 MTSS System across the entire district.
▶ 1.1.2 Implement a multi-year phase-in of E3 MTSS System.
▶ 1.1.3 Include student, family, and staff voice in the development and implementation of E3 MTSS System.
▶ 1.1.4 Develop and implement a process in each school to strengthen adult and student connections to ensure every student has a positive, caring relationship with at least one adult in their school.
Adopt and teach rigorous and culturally affirming curricula to meet the cultural, linguistic, and learning needs of our diverse student population.
▶ 1.2.1 Support the review and/or refinement of the current curriculum adoption process in cycles to be culturally and linguistically affirming.
▶ 1.2.2 Provide instruction that is culturally and linguistically affirming to support students’ sense of belonging, positive relationships, and engagement.
▶ 1.2.3 Establish a working definition of ethnic studies and guiding principles for implementation P-12.
Ensure multilingual students have access to academically rigorous and culturally and linguistically affirming core instruction.
▶ 1.3.1 Develop and implement a long-term PreK–12 plan for Multilingual learners’ student success.
▶ 1.3.2 Develop and implement a multi-year pre-K–12 dual language program and implementation plan.
▶ 1.3.3 Evaluate district policies, identification procedures, and school data to assess if multilingual students experience access and opportunity gaps to participate in specialized district programs.
▶ 1.3.4 Develop and implement a plan to address any access and opportunity gaps that may be present at the secondary level for multilingual learners.
Ensure each and every student has equitable access and opportunities to engage in academic pathways that reflect their postsecondary goals.
▶ 1.4.1 Evaluate district and school data to assess current access to secondary courses and programs according to student demographics.
▶ 1.4.2 Develop and implement a long-term action plan for addressing issues of access, opportunity, and equity within our current district programs based on student demographics.

Objective 2:

Ensure every kindergarten student is ready for grade 1.

Student Strategy Key Practices
Expand internal preschool programming and collaborate with external early learning providers and other partners to develop early learning programming.
▶ 2.1.1 Develop and expand meaningful internal preschool programs.
▶ 2.1.2 Develop, plan and collaborate with external area preschool programs and other external partners.
▶ 2.1.3 Develop and implement an outreach and engagement plan to increase engagement and access for culturally and linguistically diverse families. 
Evaluate, develop, and implement culturally and linguistically affirming opportunities for students to build kindergarten readiness skills.
▶ 2.2.1 Develop and implement a long-term plan for aligning our
internal preschool programs with our kindergarten program.
▶ 2.2.2 Provide curriculum and instruction that is culturally and
linguistically affirming to support students’ sense of belonging,
positive relationships, and engagement.
▶ 2.2.3 Assess students throughout the year using multiple measures to evaluate across all areas regarding their grade 1 readiness.
Develop and implement two-way culturally and linguistically diverse communication with kindergarten families.
▶ 2.3.1 Develop and implement a way to provide kindergarten families information about their children’s learning in multiple languages at multiple times throughout the year.

Objective 3:

Ensure every student is at or above grade level for math and reading from kindergarten through grade 12.

Student Strategy
Key Practices 
Develop a continuum of aligned academic instruction and support that is systematically and consistently implemented at every school.
▶ 3.1.1 Develop and Fully implement a data driven E3 MTSS System across the district.
▶ 3.1.2 Align and integrate E3 MTSS System instruction and support across school improvement plans.
Develop and implement personalized learning plans for all students in grades K–12 in collaboration with families to keep students at or above grade level.
▶ 3.2.1 Develop and implement a systematic data source that families can access.
▶ 3.2.2 Co-design a personalized learning plan for every child to be reviewed at minimum annually and adjusted as needed.
▶ 3.2.3 Provide staff members with resources and professional development to implement personalized learning plans with fidelity to ensure access, opportunity, and growth for each and every student.
Increase opportunity, access, and achievement for each and every student across demographic groups (e.g., racial, ethnic, gender, ability, language, cultural, socioeconomic status).
▶ 3.3.1 Identify more student representatives who reflect our
community at the district and school level.
▶ 3.3.2 Identify, develop, and implement metrics to track improvement through classroom, district, and state assessments as well as annual student and family surveys.
▶ 3.3.3 Provide staff members with professional development on
inclusive and equitable practices for engaging diverse student and
family populations.
▶ 3.3.4 Review Office of Superintendent of Public Instruction state and district data across all areas reported to determine if any student groups are disproportionately underrepresented in any area.

Objective 4:

Increase the overall percentage of students graduating on time to at least 94 percent by 2026.

Student Strategy Key Practices 
Evaluate the current 24-credit secondary system and develop and implement a plan to increase access and equitable opportunities for all students to graduate.
▶ 4.1.1 Evaluate the current six-period bell schedules used at middle and high schools, then propose and implement necessary changes to ensure access and opportunities for students to earn more than
24 credits in high school.
▶ 4.1.2 Ensure diverse stakeholders, including students, can provide
input into the changes to secondary schedules.
▶ 4.1.3 Evaluate current course offerings and develop a plan to
identify specific additional courses for middle school students to
earn high school credits. Implement changes.
▶ 4.1.4 Evaluate current grading practices, then develop and
implement a plan to ensure that grading practices at the secondary
level reflect best practices for student learning and accomplishment
of academic goals.
▶ 4.1.5 Evaluate current instructional practices, then develop and
implement a plan to ensure that practices at the secondary level
reflect best practices for student learning and accomplishment of
academic goals.
Develop and Implement school leadership teams (care teams), that include a focus on student support systems and family communication, to confirm that students are on track.
▶ 4.2.1 Evaluate current support systems in secondary buildings and
implement an aligned district-wide approach.
▶ 4.2.2 Develop and implement a systemic approach to track credits
and opportunity from grade 9–12 at all high schools to monitor
students’ grades and accrued credits and ensure that students at
each grade level are on track to graduate.
▶ 4.2.3 Develop and implement school-based teams to monitor
student progress throughout the year.

Goal Two


Provide enrichment, training, and professional development for all staff members to develop and implement the conditions that empower students to grow, thrive, and achieve each year.

Objective 1:

Provide professional development to staff members on inclusive, equitable, and culturally affirming practices for students and families from diverse backgrounds (e.g., racial, cultural, linguistic, gender, socioeconomic).

Staff Strategy Key Practices 
Develop and implement a district professional development plan for (and with input from) certificated and non-certificated staff that aligns district and school-level professional development across departments.
▶ 1.1.1 Implement work to address district equity goal 9, training and professional development, and set and monitor annual learning outcomes and targets for all staff members.
▶ 1.1.2 Require all staff members to participate in professional development on diversity, equity, inclusion, and access to meet learning outcomes in the district professional development plan.
▶ 1.1.3 Provide opportunities for cross-cultural conversations for district personnel at all levels.
▶ 1.1.4 Provide assistance to school-based administrators, equity teams, and staff members who develop diversity and equity related activities and professional development on developing and facilitating site-based equity-focused practices.
▶ 1.1.5 Require all staff members to participate in professional
development on sheltered instruction so they are empowered to
support all students.
▶ 1.1.6 Use a professional development master calendar and system
for tracking.
▶ 1.1.7 Provide an annual evaluation of the district professional
development plan and resources based on success in meeting
intended outcomes.
▶ 1.1.8 Provide professional development on instructional practices
that are culturally and linguistically affirming to support students’
sense of belonging, positive relationships, and engagement to
support a strong E3 MTSS system.

Objective 2:

Diversify staff to reflect the diversity of our student population.

Staff Strategy Key Practices 
Develop and implement a plan to recruit and hire staff members who reflect the diversity of our students.
▶ 2.1.1 Conduct a needs/gap analysis of current recruitment practices.
▶ 2.1.2 Analyze the current educator workforce (e.g., by gender, experience, ethnicity, preparation, race, and cultural and linguistic background) to inform decisions about recruitment needs.
▶ 2.1.3 Analyze student population trends and future needs to inform recruitment and hiring efforts.
▶ 2.1.4 Develop and implement a long-term recruitment plan and promotional tools to attract diverse and culturally competent candidates.
▶ 2.1.5 Further develop and refine the Beginning Educator Support Team program and other mentoring programs to support novice educators, including new teachers and leaders.
▶ 2.1.6 Provide building administrators with professional development and support for retaining diverse teachers and staff on an annual basis.
▶ 2.1.7 If needed, allocate resources to support implementation of the recruitment plan, including:
▷ Additional staff members with specific responsibility for executing recruitment and retention strategies.
▷ Additional marketing materials and tools to communicate the 2021–2026 strategic plan.
Develop and implement a plan to recruit, hire, retain, and support staff
members of color.
▶ 2.2.1 In conjunction with recruitment needs/gap analysis, identify areas for improvement with the retention of staff members of color.
▷ Analyze exit interview results to determine needs.
▷ Conduct an annual report on retention rates among staff members of color across the district.
▶ 2.2.2 Establish close partnership between human resources and Beginning Educator Support Team to support novice educator retention.
▶ 2.2.3 Provide, through our Beginning Educator Support Team, a network of support for educators of color that includes opportunities to engage with members of their affinity group(s).
▶ 2.2.4 Provide additional support (e.g., professional development,
mentoring) for novice educators of color.


Objective 3:

Increase staff members’ work satisfaction by supporting them in meeting their goals for professional growth and student improvement.

Staff Strategy Key Practices
Provide support to staff members to help them achieve defined student goals and outcomes.
▶ 3.1.1 Conduct a needs/gap analysis to identify areas for improvement in the professional growth planning process for all staff members.
▶ 3.1.2 Develop and implement strategies and action plans for addressing identified needs and gaps.
Develop and implement a plan to assess and respond to staff members’
feedback on their work to support students.
▶ 3.2.1 Survey staff annually on how effective the district is in providing
support for staff members to achieve student goals.
▶ 3.2.2 Develop and implement strategies and action plans for
addressing identified needs and gaps.

Goal Three


Embrace reciprocal partnerships with our families to meet them where they are and honor and respect their cultural and lived experiences. Demonstrate that we understand families and caretakers are the experts when it comes to their children and partner with them to nurture students’ academic, social, and emotional growth. Communicate and partner with community members so they understand their role in supporting the students in our district.

Objective 1:

Provide timely, accessible, and open communication with families.

Family & Community Strategy Key Practices 
Develop and implement communication plans at the district level and for each school/program that provide specific, accessible opportunities in multiple formats and languages for families and community members to feel informed and be able to ask questions and share feedback.
▶ 1.1.1 Develop and implement a way to provide preschool through grade 12 families with information in multiple languages at multiple times throughout the year.
▶ 1.1.2 Provide excellent customer service for our students, families, staff members, and community members by improving response times and regular training for staff members on customer service skills.
▶ 1.1.3 Develop and implement a district process for providing families with report cards, report card comments, and other academic communication in multiple languages in a timely manner.
▶ 1.1.4 Develop and implement a district-wide school and family partnership agreement that explains how the school and the family will collaborate and communicate throughout the year.
▶ 1.1.5 Refine and expand our district’s emergency communication procedures to culturally and linguistically affirm the needs and expectations of our diverse community.
▶ 1.1.6 Refine and expand the district’s critical response plan to hate and bias incidents in order to provide timely, culturally and linguistically affirming information to all stakeholders.
▶ 1.1.7 Alignment across departments.
Expand and explore new engagement tools that are inclusive of the diverse cultures and languages of our students and community.
▶ 1.2.1 Continue to train and provide resources to administrators and other staff members on best practices for family, student, and community access to information in multiple languages.
▶ 1.2.2 Refine and expand our district’s translation and interpretation procedures that culturally and linguistically affirm our richly diverse community.

Objective 2:

Build and maintain trust with our diverse families and communities by showing up, listening, and building relationships as we partner to promote our students’ success and our shared commitment to their future.

Family & Community Strategy Key Practices
Develop and implement sustainable systems and safe spaces for
listening, dialogue, and actions that hold us accountable to our families and our communities.
▶ 2.1.1 Refine and expand our district’s culturally responsive data collection process to continue to provide safe spaces for all

multilingual environment.
▶ 2.1.2 Develop and implement training for all staff members on
culturally and linguistically affirming family engagement practices
that impact district, school, and classroom experiences.
Develop and implement a sustainable system and space for culturally and linguistically responsive community partnerships.
▶ 2.2.1 Develop and implement a process to maximize and grow
relationships among the district staff, students, their families, and our diverse community at the district and school levels.
▶ 2.2.2 Seek out, promote, and communicate about partnership
opportunities with organizations that support and enhance efforts to meet community needs.
▶ 2.2.3 Maximize the partnerships between the district and the
Foundation for Edmonds School District and the Teachers of Color Foundation to align resources to best serve our students, staff, and
