MEMORANDUM August 10, 1998
TO: Building Administrators and Staff
FROM: Susan Torrens and Dave Scott
RE: Student Behavior Management Policies
The negotiated agreement between the District and the Association calls for an annual review of
District and building student behavior management policies, procedures and plans. This
memorandum is in response to that agreement.
We jointly share a high responsibility and commitment to creating the best possible learning
environment for students. A nurturing, responsive and positive learning environment can occur in
many ways and settings. In order to accommodate the diversity of programs, facilities and
students, each building principal and staff is expected to utilize the District's shared
decision-making model to develop appropriate procedures and expectations to serve the students
attending your school.
The District adheres to due process requirements of law contained in the Students Rights and
Responsibilities Board Policy 8220 and 8220R1 developed in accordance with Chapter 180-40
WAC. These basic human rights must be incorporated into the practices and procedures applied
by the school site in the development of student discipline expectations.
Questions, concerns and suggestions to address specific application of discipline expectations and
options in working with students often require deliberation with colleagues. Each building
principal is also a significant resource to help problem solve or answer questions about
disciplinary procedures and practices. It is our belief that conversation among colleagues is the
most powerful tool we have to maintain a high quality learning environment in each school.
The District and the Association are each willing and able to provide support and counsel on
specific questions and/or practices. Please contact the EEA office or your building administrator
for information, or if you have questions or concerns.
