Edmonds School District

English Language Learner Program Overview

Vision

It is an issue of social justice and equity to provide equal access to an excellent education for our English Language Learners (ELLs). With that in mind, we expect that any ELL in our system will have the ability to choose to go to college upon completion of their careers in our district.

Goal

Edmonds School District’s English Language Learner program provides services to over 1,900 students from many language groups. The goal of the Edmonds School District is to have students succeed in all four language skills (listening, speaking, reading and writing) both socially and academically.  We also want to assist our students in understanding and functioning successfully in our American culture and school system.  Immersion in an English-speaking environment with additional guidance and specific strategies from the ELL teacher, as well as accommodations provided by all other school personnel, will enable students to meet this goal.

Eligibility for ELL Services

All students registering at a school in Edmonds School District will complete a Home Language Survey. If the home language survey indicates that the student’s primary language is something other than English, the student is referred for an English proficiency assessment. The WELPA (Washington English Language Proficiency Assessment) is used to measure the English language proficiency level of new students whose first language is a language other than English. The student is given the Washington English Language Proficiency Assessment (WELPA) This test checks a student’s overall ability to communicate and understand English through the four language domains; speaking, listening, reading and writing. A certified ELL teacher or trained WELPA proctor administers the test.

Test Results

Students scoring at the Beginning, Intermediate, or Advanced Level are eligible for the English Language Learner Program. Students that score at Transitional level are not eligible.

Annual Testing

All students qualified for ELL services will be assessed with the annual WELPA (Given every Spring). Title III (Federal program) requires annual testing until the student achieves Level 4 (Transitional) on the annual WELPA.
