The Edmonds School District encourages staff members to develop and write educational materials or conduct research regarding educational matters.

Materials authored by district employees during their hours of district employment or involving the use of district materials, equipment, facilities or trade secrets or the district time of other employees (e.g. secretaries) are owned by the Edmonds School District and upon request employees authoring such material shall sign documents evidencing the assignment of all of their interests in such material to the district. Materials authored by employees during their noncontracted time and not involving the use of district materials, equipment, facilities or trade secrets or the district time or other employees (e.g. secretaries) are the property of such employees and are not within the scope of this policy. "Materials" in this policy refers to all materials covered by federal copyright statutes.

District-owned materials shall be submitted to the superintendent upon request. When requested by the superintendent, copyright registrations for these materials shall be obtained in the name of Edmonds School District, Lynnwood, Washington. Publication, sale, adaptation, or other use of district copyrighted materials shall be at the discretion of the Board of Directors of Edmonds School District.

In the event of commercial publication of district-owned materials, the Board may, at its discretion but without any obligation to do so, distribute a percentage of royalties to the author or authors of such materials. Determination of the extent of participation, if any, in such royalties shall be made by the Board in its sole discretion. It is understood that royalties accruing to professional staff members from commercial publishing houses are not a matter for consideration under this policy.

When instructional materials are being considered for adoption, and such materials include nondistrict-owned materials published independently by a district employee, it is the policy of the Board to require that said employee shall not be involved in the making of any decisions regarding such adoptions to avoid a potential conflict of interest.
