5100-R1 - Facilities Planning Procedures

The following procedures shall be used in the planning of facilities.

  1. Proposals may be initiated by:
    1. Board of directors
    2. superintendent
    3. assistant superintendents
    4. others, through the executive directors
    5. suggestions for facility changes and/or additions from non-staff community members shall be submitted to the superintendent or designee
  2. Proposals shall be submitted in writing to the superintendent or designee.
  3. The Board shall consider and take action to approve facilities proposals as follows:
    1. Proposals for facilities development recommended by the superintendent must receive Board approval prior to submission to the design consultant.
    2. Board approval of design development plans is required prior to any call for bids.
    3. The Board will consider the superintendent's recommendation(s) relative to the award or rejection of construction bids.
    4. The Board shall approve final acceptance of the project upon completion and the recommendation of the superintendent.
  4. If a proposal is to be studied in detail for possible implementation, the superintendent shall appoint a team of individuals closely connected with the facility, its use, construction and maintenance to conduct such study. The team or a representative of the team shall:
    1. review the project assigned by the superintendent and make recommendations regarding the purpose, scope and other particulars of the proposed project;
    2. review the district's educational specifications as they relate to the project and make recommendations for changes in the specifications or in the project, if necessary;
    3. meet with the selected design consultant to discuss the relationship of the educational specifications to the project design;
    4. meet periodically to review preliminary design plans for the project as prepared by the design consultant and make recommendations to the superintendent for the preparation of design development final plans and construction documents;
    5. ensure that all bidding, recommending of bid awards and contracting are in accordance with policy 3300(Purchasing);
    6. after bids have been analyzed, make a recommendation to the superintendent for award of a construction contract to the lowest responsible bidder meeting specifications, or a recommendation that the design consultant be directed to make revisions that would allow an award of contract within available project funding;
    7. at completion of the project, make a recommendation to the superintendent regarding final acceptance of the project by the Board.
